As the global science and technology game moves into the uncharted water area,the science and technology innovation strategies of countries around the world are increasingly highlighting the layout of high education.Higher education is not only a key component of the country's comprehensive strength,but also an important engine to promote science and technology innovation and the development of central cities,which has been entrusted with greater responsibilities in the construction of Shanghai International Science and Technology Innovation Center in China.From the perspective of development motivation,the self-seeking of social development adaptability of higher education,the effective response of great power competition and urban transformation and development promote the participation of higher education in the construction of Shanghai International Science and Technology Innovation Center.From the perspective of practical paths,higher education has different strategic positioning for the construction of Shanghai Interna-tional Science and Technology Innovation Center by building a reservoir of talents,cultivating original in-novation sources,promoting innovation of industries,universities,research institutes and end users,and promoting the creation of a talent ecological highland,a scientific activity center,and an industrial innova-tion peak.Facing the future,Shanghai's higher education needs to give full play to the vast supporting hinterland of higher education integration in the Yangtze River Delta,promote the construction of a science and technology innovation community,and support the construction of the international science and tech-nology innovation center.
