Evaluation on the Effects of Industrial Transformation and Upgrading under the Guidance of"Eight-Eight Strategy":Based on Data from 11 Prefecture-level Cities in Zhejiang Province from 2003 to 2020
Under the guidance of the"Eight-Eight Strategy",Zhejiang Province has vigorously promoted e-conomic structural adjustment and the transformation of economic growth,achieving significant results.This paper constructs an indicator system based on five dimensions:innovation,coordination,green devel-opment,openness,and sharing.It measures the effects of industrial transformation and upgrading in 11 prefecture-level cities in Zhejiang Province from 2003 to 2020.Taking Shaoxing as an example,the paper analyzes its path of industrial transformation and upgrading,finding that:(1)The core connotation of in-dustrial transformation and upgrading is dynamically changing.At the current stage,the primary task of promoting industrial transformation and upgrading in our province is to enhance the openness and innovation levels of industries;(2)The digital economy provides significant opportunities for industrial transformation and upgrading.In the actual implementation,efforts should be focused on improving the in-dustrial level,making tailored industrial plans,and deeply unleashing the efficiency potential of integrating data elements with other production factors.
