摘要
"依靠群众、就地化解矛盾"是"枫桥经验"的本质特征.基层有为是巩固基层政权、优化基层治理体系的系统性需要.应用新时代"枫桥经验"来引领基层有为,要将化解"有为"过程中易生的基层矛盾、促进"有为"性的基层发展和培育"有为"的基层队伍等设定为基本目标导向,要适用营造环境、松绑减负,问责划线、容错托底,党内民主、协调推进,基层成长、历练队伍等基本应用手段.通过弘扬新时代"枫桥经验"来引领基层有为,有助于基层社会的改革创新和可持续发展,有助于基层治理的活力释放和绩效提升.
Abstract
The essence of the"Fengqiao Experience"lies in relying on the people and resolving conflicts locally.Active grassroots governance is essential for consolidating grassroots authority and optimizing gov-ernance systems.To guide grassroots governance using the"Fengqiao Experience",it is crucial to address conflicts,foster proactive development,and cultivate competent grassroots teams as fundamental objectives.The strategy should include fostering a supportive environment,reducing burdens,establishing clear accountability,providing room for trial and error,promoting intra-party democracy,and facilitating coordinated advancement and training.Promoting the"Fengqiao Experience"in the new era aids grassroots innovation,sustainable development,and governance performance improvement.
