The Legalist View of Tianxia and the Possible Aspects of Its Doctrine in the Era of Unification of Tianxia
The concept of Tianxia suggests the two boundaries of the theory of pre-Qin Legalism. In terms of space,it is bounded by the area ruled by the emperor of Zhou.In terms of value,it is bounded by the long-term interests of the people. The former is the realistic goal, the latter is the ultimate destination, and the realization of the former also serves the latter. The politics of Qin can be divided into two phases after the unification of Tianxia. The first phase focused on stopping military activities and fostering virtue, and the later phase focused on expanding territory and doing construction work. From the perspective of the Legalist view of Tianxia, the politics of Qin in the early phase was based on the Legalist view of Tianxia, while in the late phase it transcended the boundaries of Tianxia in the dual sense of space and value. The pre-Qin Legalist view of history, which focused on"change",equipped their doctrine with the inherent possibility of turning after the realistic goal of unifying Tianxia was achieved. There are two approaches to think about the possible aspects of Legalist doctrine in the era of unification of Tianxia. The first is to reflect on the extreme characteristics of the agricultural warfare policy under the wartime model, and search for a new path to prosperity, and the second is to clarify the distinction between law, technique, and power based on the principle of fairness in law,and to improve and implement the unified rule system.
