The Promotion Dilemma of the Bianque Officials and the Response of the Qing Court
Bianque was a special official vacancy set up by the Qing court in the special regions such as the frontier area.One of its basic attributes was priority promotion after the expiration of one's tenure.The promotion of Bianque officials after the end of their tenure could be divided into two categories:waiting for promotion after leaving one's post and waiting for promotion but still holding one's post,and the waiting periods were constantly extended.However,compared to ordinary official vacancy,the advantage of Bianque officials'priority promotion was still obvious.Officials waiting for promotion after leaving their posts had no salary during the waiting period.Therefore,after the period of Yongzheng,solving the economic problem of officials during their waiting period had replaced promotion and become their most urgent problem.Given that there were more people and fewer positions,and the imbalance between supply and demand continued to worsen,the Qing court's policy of priority promotion was forced to shift from priority promotion after the end of the tenure to ensuring that whoever ended their tenure had official position to fill,no matter high position or low position.In the late Qing dynasty,with the prevalence of the agency system,there were few people who could take up official border positions and serve the full term.The attribute of priority promotion for Bianque officials was as good as dead already.
