Fuel Shortages and Responses:The Coal Industry Investigation and Policy-making of the Shaan-Gan-Ning Border Region During the Full-scale War of Resistance Against Japanese Aggression
During the Full-scale War of Resistance against Japanese Aggression,the Communist Party of China(CPC)conducted an investigation on the coal industry of the Shaan-Gan-Ning Border Region based on fuel shortage,which enabled the CPC to fully understand the coal mining and resource distribution in the border areas,and figure out the coal mining capacity and demand gaps as well as the existing problems in the development of coal industry in the border areas.Based on the problems found in the investigation,the central and border governments of the CPC formulated and implemented a series of coal industry development measures such as increasing investment in the public coal industry,encouraging the development of private coal industry,strengthening unified leadership,and implementing planned production and sales,establishing coal industry trade unions,and holding labor competitions.These measures had promoted the rapid development of the coal industry in the border area,effectively solved the fuel shortage in Yan'an,and laid the foundation for the CPC to explore coal industry development policy of public,private and cooperative management while ensuring the military and civilian supplies and industrial development in the border areas.
