Green Governance in Borderland:Concept,System Construction and Operational Mechanism
Green governance in borderland is an important part in the national green governance as well as a must-do for border areas to realize Chinese modernization.Green governance in border-land refers to a series of all-round green activities carried out in border areas by the green governance community.It not only observes green requirements and standards in Chinese modernization,adheres to green values and ideas,makes green expressions and discourses,reaches green agreements and consensus,thus making joint efforts to co-govern the public affairs;but also promotes the low-carbon development,political integrity,cultural inclusiveness and diversity,social harmony,and green en-vironment in border areas.The system of green governance in borderland is coupled logically by fac-tors such as"goals,fields,subjects,methods,objects,and effects".Based on a sound command of the relationships between the factors,a mechanism composed of"power,process,innovation,and security"needs to be built to make sure the healthy operation of the borderland green governance.Only by so doing can we realize the modernization of the harmonious coexistence of man and nature in borderland,and constantly meet the ever-growing needs of the borderland people for a better life.
