The Cascading Mode of Mobilization:Reflections on Farmers'Participation in Rural Construction
Rural construction is closely related to farmers'benefits,and the enthusiasm of farm-ers to participate in the construction reflects whether rural governance is effective.Taking three types of public construction projects in W village as examples,this paper analyzes the key factors affecting farmers'participation.The results show that the consistency of officials'rights and responsibilities af-fects their mobilization and determines the extent to which it matches farmers'needs,thus resulting correspondingly in the cascading,intermittent,and dislocated modes of mobilization,and the inter-active,task-oriented,and detached types of participation.Among them,the effective participation under cascading mobilization can promote good governance in rural areas.Therefore,to guarantee the effective realization of the strategic goal of building beautiful villages in the new era,it is necessary to improve incentive mechanisms of officials'mobilization,meet farmers'needs,and promote their ac-tive and orderly participation in rural construction.
