Higher Education System's Response to Developmental Changes
It is a truth objectively acknowledged that higher education system needs to cope with developmental changes as well as to have an organic unity between"external coordinated develop-ment"and"internal self-organized optimization".Externally,it contains three patterns of"pre-diction-action,stimulus-response,and crisis-coping",corresponding respectively to three types of changes,namely proactive changes for system's steady operation,active changes for system's healthy development,and changes in response to the situation for system's further development and transformation.Internally,to reach full capacity of higher education system's overall functioning and effectiveness,decisions should be made through a combination of"input-production-output",to reconcile the fulfilment of objectives with the reality of available resources.So,to better cope with the rapid changes outside,higher education system should,from the external perspective,have a deeper understanding of its own strategic stability and maintain it accordingly,and internally,seeks opportunities for further development in times of changes.
