A Study on Public Health Digital Information Sharing Mechanism from the Perspective of Administrative Laws and Regulations
The public health digital information sharing mechanism refers to the sharing of the right to know and to use information by the sharing subject of public health digital information,thus forming the interaction and structural relationship between the sharing subjects.Based on the criteria of administrative participants and the type of information,it can be categorized into different types,such as the public health digital information sharing mechanism led by governments at all levels,and the digital information sharing mechanism centered on health administrative departments at all levels.The sharing mechanism is to help government departments achieve effective public health digital gov-ernance,and to promote cross-subject and cross-sector information exchange and business coordina-tion.Currently,the public health digital information sharing mechanism faces challenges such as the interactive transformation of sharing environment that increases the risk of digital information sharing,and the inadequate sharing mechanism that leads to obstruction of digital information sharing process.It is necessary to build a hierarchical information-sharing channel,define the scope of information-sharing for each subject,set the standards for the collection and use of shared information,and stipu-late a monitoring mechanism for digital information-sharing,so as to form a new pattern of public health digital governance based on the principle of"common construction,common governance,and common sharing".
