Along with the wide network coverage of public cultural services system and the cultural shift of tourism,the wider and deeper integration of culture and tourism has made the integrated devel-opment of public cultural services and tourism possible.Based on the characteristics of the sectors,the paper points out that there exist in the integration of public cultural service and tourism structural tension between public welfare and business,unity and diversity,residents and tourists in terms of the nature,content,and target audience of services."South of the Clouds waiting for you",a night-time public cultural performance in Yunnan Province,shows that the integrated development of public cultural serv-ices and tourism lies in the cultural participation of people and the creation of scenes with a sense of lo-cality and sharing.Only by building the emotional connection between cultural identity and experience consumption can the structural tension caused by the differences between the two fields be bridged.Therefore,it is necessary to promote the cultural and tourism consumption of urban and rural residents by expanding cultural participation in the institutional design and adjust the supply-side and demand-side collaborative reform in the field of public cultural services and tourism according to the validity of cultural participation.
