Concept,Logic and Value of Clean Energy Cooperation:A Case Study of China's Cooperation with the GCC Countries
This article analyzes the foundation of China's cooperation with the Gulf Cooperation Council(GCC)countries in clean ener-gy,reviews the specific practices of relevant cooperation,and elucidates the logic and value of the formation of the cooperative relation-ship.Both China and the GCC countries are confronted with challenges posed by the climate crisis and the regional policies of hege-monic powers,and there exists an adaptive supply-demand structure which constitutes the basis for clean energy cooperation between the two sides.Both parties have cooperated through governmental and corporate entities,covering a wide range of clean energy fields such as photovoltaics,hydrogen energy,and nuclear energy.This article,which takes the expected benefits of clean energy and the cultural consensus on its development as independent variables,and interaction mechanisms as mediating variables,proposes an analyt-ical framework of"interest-consensus-mechanism"to explain the formation logic of China's cooperation with the GCC countries in clean energy.It is testified that the expected benefits of clean energy enhance the willingness of countries to pay the costs of energy transition and to engage in relevant cooperation,that the development of clean energy has been embedded in the governance culture of both par-ties and has become a cultural consensus,and also that the mechanism of communication and interaction between the two parties pro-mote,deepen and expand their cooperation.When it comes to value of their cooperation,it is mainly reflected at the national and inter-national levles.At the national level,the cooperation accelerates the green transformation of economic ties between both parties.At the international level,it enhances the voice of developing countries on climate issues,which is conducive to the construction of a diversi-fied global governance culture and meanwhile provides a a new development path for other developing countries,that is,to ultimately a-chieve a balance between energy security and energy development and promote green energy transformation by way of mutual assistance and reciprocity,integration of strengths,and benefit-sharing cooperation.
