In light of eco-centrism and the zero-net-loss principle,wetland ecological compensation system can be newly deconstructed as follows:the rule of"protection of developers"should be implemented to compensate specific ecosystems and natural resources due to the inevitably minimal adverse influence induced by development,which is aimed to guarantee their zero loss or even growth as a whole.Based on this,China's wetland ecological compensation system,namely,"the Wetland Trust Banking",can be constructed by drawing on and incorporating the institutional advantages of the American Wetland Mitigation Banking Program and the UK Public Trust System.Especially their four mechanisms of transaction,operation,valuation and pricing,and supervision can be emulated to fulfill the purpose of protecting China's wetland ecology.
