Energy resources are the foundation of Russia's statehood whereas foreign energy cooperation is the basis of Russia's develop-ment.Since the outbreak of the Crimea Incident in 2014 and the implementation of"the Special Military Operation"in 2022,the logic of"security-development"in Russia's modernization policy has changed,giving priority to security.As Europe is adjacent to Russia,the European Union is not only a"model"for Russia's modernization,but also its first partner in foreign energy cooperation,providing Rus-sia with cumulative development opportunities for modernization.After the full escalation of the Ukrainian crisis,the European Union has targeted at the weakness of Russia's dual dependence on its market and technical equipment and imposed energy"decoupling"on Russia by increasing export control and scientific and technological blockade with the intention of hitting the lifeblood of Russia's eco-nomic development.As a result,Russia's foreign energy cooperation has been forced to shift from prioritizing development of the Euro-pean Union and other developed Western countries to China,India and other emerging countries.At the same time,it is not likely for Russia to change its preference to prioritizing the energy sector in its modernization policy in the short term,despite the great challenges facing its foreign energy cooperation in the wake of the Ukrainian crisis.
