考虑区域异质性及储能部署的电力系统规划研究

新能源部署对推动能源结构优化和绿色转型具有重要意义,储能技术是保障高比例新能源电力消纳体系建设的关键措施.以中国省级电力系统为研究对象,通过小时级容量因子刻画可再生能源的区域异质性,链接省级电力系统扩容模型和区域经济调度模型,揭示多元化储能技术在资源禀赋差异下如何影响新能源电力消纳及电力系统碳排放.结果表明:在跨省输电支持下,可再生能源电力消纳责任权重显著刺激了高资源禀赋地区的新能源和储能装机,从而促进新能源电力的空间流动和均衡分配;储能技术能够提升新能源消纳并减少碳排放,相比低资源禀赋地区,储能在高资源禀赋地区的作用更加明显;受技术成本影响,多元化储能技术路线演进趋势不同,中期2030 年以抽水蓄能技术为主导,远期 2050 年以全钒液流等电池储能为主导.综上,在进行储能技术部署时应充分考虑区域资源禀赋及技术发展的差异,兼顾储能的应用效果和应用成本.
Research on Power System Planning Considering Regional Heterogeneity and Energy Storage Deployment
The deployment of renewable energy plays an important role in enhancing energy structure optimization and facilitating green transformation.Energy storage technology is an essential component for building a system that can accommodate high proportions of re-newable energy electricity consumption.Using Chinese provincial power systems as the research focus,this study characterizes the re-gional heterogeneity of renewable energy by analyzing hourly capacity factors and integrates the provincial power system expansion model with the regional economic dispatch model.The aim of this study is to explore how diverse energy storage technologies impact the con-sumption of renewable energy electricity and the carbon emissions of the power system,while considering the disparities in resource a-vailability.The study finds that,supported by inter-provincial transmission,the Renewable Portfolio Standard significantly encourages the installation of renewable energy and energy storage capacity in regions with abundant resources.This,in turn,facilitates the spatial flow and balanced distribution of renewable energy power.Energy storage technology plays a pivotal role in enhancing renewable energy consumption and reducing carbon emissions.This effect is notably more pronounced in regions with abundant resources,when com-pared to those with poor resources.Influenced by technological cost,the evolutionary trends of diverse energy storage technologies vary significantly.Pumped storage technology is expected to dominate in the medium term by 2030,while battery energy storage systems,such as all-vanadium flow,are likely to lead in the long term by 2050.In summary,when deploying energy storage technology,it is essential to consider the differences in regional resources and technological development.Additionally,the application effect and cost of energy storage must be taken into account to ensure efficient and cost-effective implementation.
