Research on Legal Issues of Marine Hydrogen Energy Development in China under the Background of"Peak Carbon Emissions and Carbon Neutrality"
Against the backdrop of global climate change,governments worldwide are actively exploring new energy sources to achieve emission reduction targets.In 2020,China made a commitment to achieve"Peak Carbon Emissions and Carbon Neutrality"goals and actively joined the pursuit of new energy sources.Marine hydrogen energy is a crucial area within clean energy,presenting significant future potential and set to become an integral part of national energy systems.However,in terms of marine hydrogen energy develop-ment,the lack of dedicated hydrogen energy legislation leads to regulatory insufficiencies.Additionally,supporting legal systems,such as environmental impact assessment regulations,environmental liability insurance,and public participation mechanisms,are underde-veloped,making it challenging to balance marine hydrogen energy development with marine environmental protection.Based on China's current development status and international practices,research on the legal issues surrounding marine hydrogen energy development should start with China's energy legislation,promot the implementation of an Energy Law,and and advance the study of specific hydro-gen energy legislation;secondly,it should work on improving marine project environmental impact assessment systems and environmen-tal liability insurance systems to balance energy development with environmental protection through legal frameworks;finally,govern-ment policy support measures should be innovated,and China should actively engage in international cooperation to explore a path of green development tailored to its marine hydrogen energy advancement.
