A Comparative Study of the Legal Systems of Hydrogen Energy in the United States and Republic of Korea
The clean transformation of China's energy structure calls for a hydrogen energy revolution,which needs to be guaranteed by a legal revolution.Although China's hydrogen energy industry has shown a trend of rapid development,the lack of a legal system will become an important hindering factor.The United States and Republic of Korea have established legal systems that reflect their national conditions to regulate the development of the hydrogen energy industry,and there are many lessons to be learned from the concepts and institutional arrangements of the hydrogen energy laws of the two countries.Based on the analysis and comparison of the hydrogen ener-gy legal systems of the United States and Republic of Korea,learning from the experience of the two countries is helpful for China to choose an appropriate legislative model and construct hydrogen energy rules covering management system,planning,development in-centives and safety supervision,and then provide institutional guarantee for the development of China's hydrogen energy.
