As the impact of global climate change intensifies and climate governance continues to advance,the concept of energy security is undergoing profound changes.The traditionally supply-oriented energy security is gradually evolving into a composite energy security that encompasses supply+use,and further expanding into a comprehensive energy security that includes supply+use+competition.This transfor-mation embodies profound strategic significance,with far-reaching implications for global economic and social development,as well as the international energy competition landscape.The development of clean energy has become a new dimension of energy security,zero-carbon industry has emerged as a new battleground for enhancing national competitiveness,the reconstruction of energy supply chains is now a new component of geopolitics,and international regulations on carbon footprints pose new challenges to energy cooperation.Against this backdrop,China's energy security faces a series of complex challenges,including the urgent need for stable supplies of key mineral re-sources to support the development of clean energy,the difficulty of rapidly transforming a high-carbon energy structure,the increasing eco-logical and public opinion pressures on fossil energy development,and rising challenges in international energy cooperation.In this con-text,China needs to actively promote the deep integration of energy transition and ecological environmental governance,striving to enhance the innovation and competitiveness of its energy security framework,and fundamentally build a secure,sustainable,and competitive modern energy system.This involves ensuring the stability of key mineral resource supplies through resource reserves and technological upgrades,strengthening the research and development of clean energy technologies and investments to optimize and upgrade China's energy struc-ture,improving energy efficiency to promote the clean transformation of traditional energy consumption,and enhancing the"greening"of energy cooperation under the Belt and Road Initiative in alignment with the global trend of low-carbon development.
