Risk assessment of stealing oil by drilling holes in product oil pipelines
Stealing oil by drilling holes in the product pipeline can lead to the loss of state-owned assets,and bring serious threats to the ecological environment,personal safety,and property security.Therefore,it is necessary to carry out sufficient research and analysis on the possible damage after the occurrence of stealing oil by drilling holes and to reasonably assess the risk level.Taking stealing oil by drilling holes occurred in the Dushanzi-Urumqi product oil pipeline as an example,this paper analyzes the meteorological data,population distribution along the route,ignition source,and ignition probability in detail with the consideration of the potential risk event tree after the accident.Then,this paper estimates the consequences and quantitatively evaluates the individual risk and social risk brought by this behavior.The results show that stealing oil by drilling holes can significantly increase the risk faced by personnel around the pipeline,raising the individual risk and social risk beyond the value limited by related standards.
