摘要

炼油化工装置停工检修改造是一项复杂的系统工程,任务艰巨,时间紧张,现场交叉作业和资源调配量大,一直是企业管理的难点.文章结合某特大型企业近10年来停工检修的管理经验,建立"总指挥部—分指挥部"协同工作机制,按照"7分准备、3分实施"的原则,分别从"策划—准备—实施—总结"4个阶段开展工作,总结了一套适应炼化企业特点且行之有效的、标准化的停工检修管理体系,并通过数字化应用使管理绩效充分发挥出来,为今后炼油化工装置停工检修改造提供了可参考和借鉴的经验.

Abstract

The shutdown overhaul and revamp of refining and chemical plants is complex system engineering with arduous tasks,time constraints,and a large amount of on-site cross operations and resource allocation.It has always been a difficulty for enterprise management.Based on the management experience of a mega enterprise in shutdown overhaul in the past 10 years,a cooperative working mechanism of"Headquarters-Sub headquarters"is established.According to the principle of"70%preparation,30%implementation"and from the four stages of"Planning-Preparation-Implementation-Summary",thispaper summarizes a set of effective and standardized shutdown overhaul management system that adapts to the characteristics of refining and chemical enterprises,and gives full play to management performance through digital applications.This provides experience for reference for shutdown overhaul and revamp of refining and chemical plantsin the future.
