高校大型科研仪器设备保险服务发展对策

该文首先综述了大型科研仪器设备保险服务对于推动大型仪器开放共享、优化科技资源合理配置、营造良好开放共享生态的重要性。然后分析了高校大型科研仪器设备保险服务的现状及问题,包括大型科研仪器设备保险服务尚未被广泛认知、仪器保险投保范围较窄、受损设备界定困难、理赔流程长、保险方案中免赔比例较高、部分故障仪器未获理赔等亟待解决的问题。最后结合高校大型科研仪器保险案例,从提升保险保障意识、优化大型仪器保险方案、构建一体化大型仪器投保-维修-理赔数字化平台等角度提出对策与建议,以期进一步推动大型仪器开放保险保障水平,为高校科技创新、人才培养、社会服务提供强有力的科技支撑。
Countermeasures for the development of insurance services for large-scale scientific research instruments and equipment in universities
[Objective]Currently,advancing the open sharing of large-scale scientific research instruments and equipment by using financial tools is not only a consensus in politics,academia,and industry but also a practical challenge everyone faces.Herein,we explore the innovative service model of'government+platform+insurance'from the perspective of finance and the positioning of financial products,offering complementary services of'insurance+maintenance,for innovation carriers.We systematically study the mechanism and role of insurance services for large-scale scientific research instruments and equipment in universities and explore possible avenues for financing to improve the modernization of scientific and technological governance and enhance the efficiency of innovative equipment use.Placing emphasis on equipment damage resulting from open sharing in large-scale scientific research instruments and the difficulties in overcoming the high maintenance costs of open sharing,we analyze the current situation and limitations of insurance services for large-scale scientific research instruments in universities,examine insurance services for large-scale scientific research instruments,and propose a novel insurance product called'shared insurance'for large-scale scientific research instruments.By simplifying the equipment insurance path,reshaping the equipment insurance claim process,guiding innovative entities to actively participate,and jointly encouraging the open sharing of large-scale scientific research instruments,there can be efficiency and competitiveness of unit resource allocation.[Methods]To guarantee the smooth application of insurance services for large-scale scientific research instruments and equipment based on exhaustive research,a pilot operation to a comprehensive deployment pathway is adopted.Data analysis is employed to summarize the experience,make up for deficiencies,and modify the direction in a timely manner.Theoretical analysis,case studies,sampling surveys,comparative studies,and empirical research are performed on the study of insurance services for large-scale scientific research instruments and equipment,accurately pointing out the limitations and weaknesses of open sharing of such large-scale scientific research instruments and proposing targeted countermeasures and suggestions.[Results]By offering insurance services for large-scale scientific research instruments,we can address the problem of open sharing,implement novel insurance concepts for instrument and equipment management,use insurance leverage to solve the problem of scientific research instrument sharing,fully leverage the value and effectiveness of insurance services,and offer effective support for the implementation of the innovation-driven development strategy for large-scale scientific research instruments.From the viewpoint of raising insurance protection awareness,optimizing insurance plans for large instruments,and constructing an integrated digital platform for insurance,maintenance,and claims settlement for large instruments,we propose countermeasures and suggestions to further promote the level of open insurance protection for large instruments and offer strong technological guidance for scientific and technological innovation,talent cultivation,and social services in universities.[Conclusions]By exploration and practice of insurance services for large-scale scientific research instruments,we aim to enhance a service system that integrates science and technology infrastructure with finance.Based on pilot projects,insurance services for large-scale scientific research instruments have gradually been promoted,further boosting the protection of science and technology finance,improving the insurance awareness of instrument management entities,greatly increasing the utilization rate of instruments and equipment,gradually lowering the maintenance costs of large-scale scientific research instruments,increasing the performance of financial resources,further optimizing the rational allocation of scientific and technological resources,and building a stronger atmosphere of openness and sharing in universities.It is suggested to enhance and dynamically modify the insurance scheme to amplify technological innovation,increase efforts to advance the'sharing economy',and maximize the role of large-scale scientific research instruments in technological innovations and advances.
