[Objective]The newly proposed government policy of subsidized loans aims to promote the growth of scientific research within universities.By supporting the upgrading and renovation of equipment in economically and socially disadvantaged areas,this policy could potentially increase the practical demands of the manufacturing and service industries,boost market confidence,and facilitate the improvement of scientific research effectiveness through equipment upgrades at universities.A key role of university procurement management is to ensure the smooth progress of subsidized loan work through refined government procurement management and precision services.This ensures that all procurement activities are legal,compliant,and efficient.As we vigorously promote the expansion of higher education,the enthusiasm of universities for purchasing subsidized loans continues to increase.Effectively using subsidized loans as leverage to attract credit funds,social capital,and various production factors into higher education construction is becoming increasingly important.Enhancing the hardware facilities and research ecology of universities has emerged as a pressing issue that requires immediate attention.[Methods]However,challenges arise during the procurement process,including institutional,normative,timely,and interconnected issues.These problems manifest in several ways:confusion caused by unclear national policies and regulations preventing universities from effectively implementing subsidized loans;contradictions between normative and timely procurement affecting subsidized loan work;excessively lengthy approval cycles for changing procurement methods;and inconsistent understanding among universities of the exact meaning of subsidized loans,which ultimately affects procurement effectiveness.[Results]To address the challenges identified,several measures should be implemented.At the national level,macro management should be further strengthened,the implementation rules for subsidized loans must be clarified,and an independent competent department should be established.In addition,a performance supervision mechanism for university procurement work should be developed,government procurement policies within the scope of authority should be improved,and universities should be organized to strengthen practical exploration and theoretical research.Universities,on their end,should focus on improving equipment quality,forming disciplinary characteristics,and supporting service transformation and upgrading through equipment updates and renovations.Full life-cycle management of scientific research instruments and equipment needs to be enhanced.The importance of combining top-level design and grassroots practice should be acknowledged,as well as clarifying the context of equipment updates and renovations in various departments.Universities should identify and revitalize equipment resources and assets to ensure the standardization and operability of grassroots practices.Furthermore,emphasis should be placed on strengthening management,improving internal controls,integrating resources,and reengineering processes.This will enhance hardware support for high-quality education systems through equipment updates and renovations.[Conclusions]Making effective use of the policy of upgrading equipment through subsidized loans can significantly increase fiscal fund efficiency,transforming direct government intervention into indirect support,encouragement,and guidance.The transition from traditional financial allocation methods to subsidized loans has been recognized by most university researchers for its superiority.By analyzing the regular factors behind subsidized loans,we can provide insights and references for addressing the challenges associated with subsidized loans.
