Design and application of a three-stage,seven-step process for laboratory safety onsite inspection in colleges and universities
[Objective]Laboratory safety inspections are effective ways to implement the supervisory responsibility of competent education administrative departments at all levels and the main responsibility of colleges and universities.The work is intricate and intense,moreover,it demands high technical requirements and imposes great challenges.The primary purpose of laboratory safety inspections at all levels is to identify hazards,discover hidden threads,evaluate risk levels,and take effective rectification and strict control measures to effectively prevent and resolve laboratory safety accidents in colleges and universities.[Methods]For effective college laboratory inspections,we must demonstrate optimal program designs and implementation plans,including work objectives,content,mode,requirements,security,organization and team,integrated and comprehensive,and reasonable decomposition.The entire activity is categorized into relatively independent,interconnected work units(program modules)and repeated optimization of program units.Based on the work logic,the optimization procedures are repeatedly optimized,and the optimized procedures are regrouped to build the workflow of laboratory safety inspection in colleges and universities for organized and efficient advancement of inspection activities through process operation.[Results]The requirements of the"Code for Laboratory Safety in Colleges and Universities,""Collegiate Laboratory Safety Inspection Project Indicator System,"and"2023 Gansu Province University Laboratory Safety Site Inspection Notice"of the education administrative department constitute the"trinity"design of the workflow for collegiate laboratory safety inspections,forming the basis for normalizing and standardizing collegiate laboratory safety inspections.To comprehensively plan the inspection task,reasonably allocate inspection time,and improve inspection quality and efficiency,a three-stage,seven-step workflow for onsite laboratory safety inspection in colleges and universities is constructed.First,as per relevant norms and design guidelines,the onsite inspection work is divided into three interrelated stages through program optimization and process design:inspection preparation,onsite inspection,and feedback rectification.Then,the onsite inspection is divided into seven steps:preparatory meeting,onsite meeting,information review,site inspection,teacher and student interviews,key issue communications,and meeting feedback.[Conclusions]The process was initially applied in 2022 and modified and reapplied in 2023,playing a guideline-oriented function in the onsite inspection of laboratory safety in colleges and universities to ensure effective and orderly onsite inspection and improved timeliness and efficiency,with practical application value.The three-stage,seven-step process was created in a short period,and shortcomings are inevitable.There is a need for further testing and continuous improvement to elevate the impact of college laboratory safety inspection.
