Safety management for laboratory renovation and expansion in colleges and universities based on the joint review mechanism
[Objective]The exploration and reform of universities in the 21st century have promoted the upgrading and transformation of traditional laboratories in higher education institutions and accelerated the process of interdisciplinary and production-education integration in universities.Due to limitations in resources,scale,investment,and time,many existing laboratories cannot meet the continuous demand for experimental environments,such as interdisciplinary laboratories,school-enterprise collaboration laboratories,and new engineering laboratories.Existing buildings in higher education institutions can be renovated and expanded,but renovation and expansion of existing laboratories cannot be implemented following the project approval,planning,design,construction,acceptance,and delivery process like new constructing laboratories.This leads to a more complex construction process and increased difficulty in managing safety.[Methods]Currently,although research on laboratory safety management is abundant,the scope of research does not extend to laboratory expansion.Meanwhile,colleges and universities generally face problems such as a vague understanding of the national laboratory renovation and expansion policy,insufficient technical investment,a lack of adequate attention,and an imperfect safety management system.This paper analyzes safety management characteristics in different lifecycle stages of university laboratories and examines national policy requirements for laboratory renovation and expansion.It leverages the strengths of various university departments and eliminates the basic safety problems of water,electricity,and fire protection in laboratory alteration and expansion projects from the source,the problems of irrational use of infrastructures,insufficient depth of drawing design,structural safety issues in buildings,and so on.[Results]Finally,the laboratory renovation and expansion safety and technical review system,including architecture,structure,decoration,strong and weak electricity,water supply and drainage,ventilation,heating,and air conditioning,was explored and established.This system represents a joint review mechanism for laboratory renovation and expansion safety management based on multidepartment cooperation in higher education institutions.[Conclusions]The joint review mechanism is a kind of on-campus multidepartmental linkage laboratory alteration and expansion safety guarantee working mechanism,and the practical application shows that:① it can discover safety problems in advance from the perspective of infrastructure,state-owned assets,logistics,network information,security,and other departments of universities,and intervene in the building and structural safety of laboratory alteration and expansion,water and electric power safety,and fire safety problems.② It can find and modify problems during the blueprint stage of laboratory renovation and expansions and timely eliminate the existing safety hazards.This mechanism makes up for the safety management gaps between newly built and reconstructed laboratories and complements the current laboratory safety management system,the laboratory safety information technology platform,and the daily safety management measures in colleges and universities to jointly safeguard the safety of laboratories throughout their entire life cycle.③ It is of great significance in optimizing resource allocation in higher education institutions,saving construction costs,and enhancing the efficiency of state-owned asset use.
