Research on the positioning and application of operating hours index of large-scale instruments in universities under the sharing mechanism
[Objective]Amid the backdrop of a rapidly expanding and sharing society,the operating hour index of large-scale instruments has gained significant attention from both management institutions and society.This index is a critical parameter for measuring the efficiency of these instruments.By studying the operating hour index systematically,we can better understand its role within the larger evaluation index system of large-scale instruments.We can also examine its relationship with other indexes and explore how to harness it more effectively to improve instrument efficiency.[Methods]This study employs historical review,definition interpretation,and current situation analysis to investigate the operating hour index.It was found that the attention given to this index positively correlates with the progress of instrument distribution and sharing.By examining several years of index data,we can clearly observe the changes in instrument usage efficiency over time.A comparative analysis shows that differences in understanding,data collection,and assessment methods among management institutions can significantly impact the accuracy and practicability of the operating hours index.Considering these factors,this paper takes an in-depth look at the positioning of the operating hours index for large-scale instruments from a holistic and scientific standpoint.The study reveals that the operating hours index has three distinct characteristics:it is an important index but not a unique index,quantitative yet challenging to evaluate,and while it is a general index,each management institution has its own approach.[Results]Based on the study's consideration of the operating hours index's position,this paper proposes some suggestions on how to leverage the operating hours index in universities and colleges.These are classified into four key areas:collection,analysis,utilization and improvement.This paper puts forward some suggestions on how to take advantage of the operating hours index in colleges and universities:① Data acquisition:As the foundation,digital technology should be used to ensure the convenience and accuracy of data collection.② Data analysis:This is a crucial step where data mining technology and system construction should be employed to judge the accuracy of the operating hours data.③ Data utilization:This is the core aspect that comprises three stages-using the index as a link between past and future in the stage of purchase demonstration phase,maximizing the subtle impact of the operating hours index on improving instrument efficiency during the management process,and utilizing the feedback role of the operating hours index during performance evaluation.④ Service improvement:The ultimate goal is to increase the operating hours of instruments by prolonging the opening up and sharing time,expanding their service targets of instruments,and establishing an instrument maintenance mechanism.It also aims to enhance the output quality of instruments by creating a physical public service platform,raising the level of reservation integration and improving instrument resource allocation capabilities.[Conclusions]Colleges and universities should establish a correct operating hours view to improve instruments'opening up and sharing service by improving both the time length and quality.At the same time,attention should be paid to the mutual cooperation and linkage between the operating hour index and other indicators in the benefit evaluation system.Establishing a more scientific and perfect benefit evaluation system will guide the realization of the overall benefit maximization of the opening up and sharing of instruments.
