Exploration and practice of intelligent management in university laboratory safety responsibility investigation
[Objective]Experimental activities are an important part of teaching and research in colleges and universities,and experimental safety is of great significance to the construction and development of colleges and universities.Students account for a high proportion of experimenters in the university laboratories.Due to the lack of understanding of the importance of laboratory safety,nonstandard operations are more likely to occur during the experimental process,and unsafe experimental behaviors may lead to accidents such as fire,explosion,and mechanical damage.During the experiment,the unsafe behavior of humans is the main cause of the accidents.Therefore,taking safety responsibility investigation for the experimental personnel can eliminate the occurrence of violations of the experimental personnel and reduce the incidence of laboratory safety accidents to a minimum.Investigation of laboratory safety responsibility is an important part of laboratory safety management,which can effectively reduce the occurrence of safety hazards.In the process of laboratory safety responsibility investigation and implementation,there are some problems,such as a large amount of information processing,difficulty in defining safety responsibility incidents,and grading and system implementation.[Methods]In this study,a laboratory safety responsibility investigation information management system is studied.It consists of three modules:basic information;identification of responsible events and levels,identification of responsible persons and units,and determination of punitive measures;management review and accountability.The laboratory safety responsibility is divided into three categories,namely,direct and indirect responsible persons and responsible units,investigating not only the experimental personnel with unsafe behavior but also the safety management personnel of the laboratory.In the development of punishment measures,that is,the severity of punishment from light to heavy,the directly responsible person and indirectly responsible person and the responsible unit should bear the joint responsibility for full coverage to form a complete punishment system and input into the investigation system.[Results]The laboratory safety responsibility incidents are judged and identified from two aspects:on the one hand,the results of a single inspection are identified;the purpose of this identification is to eliminate the hazards existing in the laboratory,which are very likely to bring safety accidents,including dangerous behavior of people and unsafe state of things.In contrast,the laboratory safety hazards found in each inspection are compared annually,and the conformance items are identified.This identification method aims to eliminate repeated unsafe behaviors.After receiving the reminder of the investigation report issued by the system,the responsible person and unit can lodge a complaint with the school-level management department within the prescribed time if they have objections to the investigation.After receiving the reminder information issued by the system,the school-level management department shall review the information on the responsible incident,incident level,punishment measures,and responsible personnel and units.In particular,for the safety responsibility incident where there is a complaint,it shall carefully investigate,and if the complaint is true,it shall terminate the investigation process.If the accountability report is correct,a written report will be submitted to the university laboratory safety management committee.[Conclusions]Through the development and use of the laboratory safety responsibility investigation information management system,the difficulties in implementing responsibility investigation are reduced,the timeliness and accuracy of responsibility investigation are improved,the operability of the responsibility investigation system is enhanced,and the means of laboratory safety management are innovated.
