Practice and exploration of the operation of laboratory safety management systems on public experimental platforms in universities
[Objective]Public experimental platforms are essential for university education and play a pivotal role in discipline development,scientific research,and talent cultivation.Ensuring their standard and orderly operation requires robust safety management owing to the complexity of hazard sources and potential risks,diversity of safety tasks,and broad range of personnel accessing these platforms with varying safety levels.The Analysis&Testing Center of the Beijing Institute of Technology(hereinafter referred to as the"center")has deeply explored effective safety management strategies through long-term practice,identifying multiple issues,including flawed safety operation mechanisms,formalization of safety inspections,distempered safety facilities,nonsystematic safety education and training,and inadequate safety assessments.These issues not only compromise the operational integrity of public experimental platforms but also pose serious threats to the well-being and property of teachers and students.[Methods]To address these issues,the center has adopted a series of targeted construction measures.Firstly,a three-level linkage safe management mechanism has been implemented to ensure the participation of all personnel in the center and the effective execution of related work tasks by clarifying the responsibilities and collaboration methods across various levels.Secondly,the center has conducted four types of safety inspections,including irregular daily inspections,weekly self-inspections,monthly cross-inspections,and quarterly special inspections,to identify and eliminate potential safety hazards.In addition,the center has established five major security systems,including access control,large-scale equipment operation,video surveillance,data storage,and fire sprinklers,to provide comprehensive hardware support for the safety management of the center.Simultaneously,to enhance the safety awareness and emergency response capabilities of teachers and students,the center has developed a detailed safety institutional framework covering laboratory safety,operation specifications for large-scale instruments and equipment,emergency responses,and assessments and evaluations,effectively improving the safety literacy of teachers and students.Finally,the center encourages and supports testing platforms to exercise subjective initiatives and strive to become exemplary models in safety management.By sharing their advanced experiences and practices,they offer other testing platforms as valuable examples of learning and reference.[Results]The implementation of these measures has led to the development and refinement of the"34511"safety management system,significantly increasing the safety management level of public experimental platforms.This system prevents the occurrence of safety accidents and improves the effectiveness of open services,aligning with the overall goal of"building a long-term mechanism,creating a safe platform,leveraging resource advantages,and serving the development of the school."[Conclusions]This system lays a solid foundation for building first-class public experimental platforms and provides useful references for the safety management of similar public experimental platforms in universities.
