Research on the construction and enhancement pathways of the laboratory system in Tianjin
[Objective]A high-level laboratory system is crucial for achieving self-reliance in science and technology and acts as a key pillar of national strategic capabilities in this domain.Regional laboratory systems,integral to broader scientific and technological innovation systems,play a pivotal role in building strategic capabilities at the regional level.They are essential for catalyzing a region's capacity for breakthrough innovations,increasing the density of scientific and technological innovations,and supplying high-quality scientific and technological resources.This support is instrumental in sparking new demand,fostering fresh momentum,and carving out new advantages.With national laboratories entering operation and the reorganization of national key laboratories underway,improving regional laboratory systems has become a priority.This study aims to explore high-quality development strategies for regional laboratory systems,focusing on Tianjin's laboratory system,by examining the current state,summarizing achievements,and identifying challenges.[Methods]This study began by reviewing the current construction of Tianjin's laboratory system,which has capitalized on the National Laboratory System Construction Initiative.It has formed a three-tier laboratory system led by national key laboratories,centered around the Haihe Laboratory,and supported by key municipal laboratories.The analysis highlights six achievements in Tianjin's laboratory system construction:① enhanced resource integration and institutional reform,② consolidation of superior forces yielding significant scientific research outcomes,③ integration of science and technology to uplift the industrial chain,④ attraction of elite talent,transforming Tianjin into a talent magnet,⑤ financial empowerment of technology ventures through diverse funding avenues,and⑥ open cooperation to enhance scientific and technological resource allocation capabilities.However,juxtaposed against other provinces and cities,this study identifies four challenges in Tianjin's laboratory system construction:① the laboratory system layout demands further optimization;② Tianjin's industry needs stronger innovation support;③ increased investment in construction is imperative;④ strategies to overcome bottlenecks in talent attraction and retention are necessary.[Results and Conclusions]Based on Tianjin's current situation and challenges,along with construction experiences from other regions,this study proposes paths for improving Tianjin's laboratory system.These recommendations encompass five key aspects:① defining clear target paths,promoting classified construction,and establishing a laboratory system characterized by continuous linkage and tiered connectivity;② propelling innovation-driven projects,optimizing the layout chain by chain,and transforming the system into the wellspring of original innovation for the city's modern industrial system;③ accelerating result transformation,strengthening the innovation supply chain,and creating a core growth engine for the Tiankai Higher Education Science and Innovation Park;④ intensifying resource aggregation,adopting a flexible approach toward talent acquisition and nurturing,and cultivating an open and efficient scientific research and innovation ecosystem;⑤ providing steadfast support,combining assessments with incentives,and significantly enhancing the innovation efficacy of the laboratory system.
