科学仪器是科学研究的重要工具,由于高端仪器的核心技术、关键零部件长期被封锁,制约了我国高端制造的创新与发展。新时期国家高度重视科技创新,新质生产力正成为我国科学仪器"国产替代"强大驱动力,需要通过政府、企业、高校和科研机构多方共同努力,助力我国科学仪器行业加速发展。文章从国产仪器发展现状与问题、创新机遇等方面探讨了新质生产力赋能科学仪器"国产替代",以期为我国科学仪器的高质量发展夯实基础。
New quality productivity in the new era enabling scientific instruments"domestic substitution"
[Significance]In the new era,as the national economy and society advance toward a new stage of high-quality development,there is an urgent need for new productivity theories to guide this transition.The advancement of the scientific instrument industry is a comprehensive project that depends not only on the improvement of individual factors but also requires coordinated efforts in policy guidance,technological innovation,industrial upgrading,and international cooperation.Achieving"domestic substitution"of scientific instruments aligns with national development strategies and is essential for enhancing the country's overall scientific and technological strength,safeguarding national security,and promoting high-quality economic and social development.The realization of socialist modernization is heavily dependent on the strong support of scientific instruments,which play an irreplaceable role in this high-quality development process.Addressing the challenge of achieving high-quality"domestic replacement"of scientific instruments is a critical task for the industry.[Progress]China's high-end scientific instruments have long relied on core technologies and key components,with significant reliance on imports for high-end instruments.This dependence seriously restricts the innovation and development of China's high-end manufacturing and affects the country's long-term autonomy and control over key areas.To enhance China's independent innovation capability and achieve"domestic replacement"of scientific instruments as soon as possible,it is crucial to accelerate technological innovation and product iteration of scientific instruments.This transition involves moving from traditional manufacturing to"intelligent manufacturing"and progressing from"following"to"pacing"and even"leading"the industry.It also necessitates driving the development of upstream and downstream industrial chains and cultivating comprehensive talents aligned with industry needs.Ensuring the sustainability and stability of scientific and technological development is paramount.This paper uses the theory of new quality productivity as a framework to address the high-quality development of scientific instruments.It explores three dimensions:the current stage and challenges of domestic instruments,innovation opportunities,and how new quality productivity can facilitate the"domestic substitution"of"scientific instruments."Critical issues discussed include technology blockades and patent barriers,independent research and development and technological innovation,research and development investment and collaborative innovation,innovative talents and knowledge renewal,raw materials and production technology,especially how to enable the new quality productivity in the new era of scientific instruments"domestic substitution."[Conclusions and Prospects]In the new era,the state places great importance on original innovation in scientific instruments,with new quality productivity emerging as a powerful driving force for the"domestic substitution"of these instruments in China.Through policy support,technological innovation,artificial intelligence assistance,industrial clusters,and configuration optimization,combined with the joint efforts of the government,enterprises,universities,and scientific research institutions,China aims to overcome challenges and achieve breakthroughs in scientific and technological innovation.This concerted effort will help China's scientific instruments ascend the global value chain,achieving independent,controllable and sustainable development of the scientific instrument industry.
