摘要
实现碳达峰碳中和是推动构建人类命运共同体的必然选择,也是绿色金融支持和服务的重点方向.近年我国绿色金融实现跨越式发展,政策支持力度不断加强,逐步形成以绿色信贷为主体,综合绿色债券、绿色保险、绿色基金、绿色信托、绿色租赁、碳金融等共同发展的绿色金融产品体系.深入剖析中央企业碳达峰行动在资金供给、保险保障、技术孵化、碳资产管理等方面的金融服务需求,分析了国网英大、中航产融、招商金控等央企金融控股公司的典型案例.建议综合运用多元金融服务工具、加大产品服务开发力度、健全绿色金融支持体系等对策,助力中央企业碳达峰行动.
Abstract
Realization of carbon peak and carbon neutrality is an inevitable option to build a community with a shared future of mankind.It is also the focus area for which green finance offers support and service.China's green finance has been under a rapid development in recent years and continually influenced by the preferential policies.A system of green finance products has been established for common development,which is focused on green credits and loans and includes green bonds,green insurance,green fund,green trust,green leasing and carbon finance.This paper makes an in-depth analysis of the finance service demands required by the central SOEs for their carbon peak actions in the areas of capital providence,insurance and security,technological incubation and management of carbon assets.It also analyzes the typical cases from the finance holdings companies of the central SOEs like State Grid Yingda International Holdings Co.Ltd.,AVIC Industry-Finance Holdings Co.Ltd.,and China Merchants Finance Holdings Co.Ltd.It is proposed to use multi-element financial service tools,accelerate development of product services and perfect the green financial support system,thus helping the central SOEs with their carbon peak actions.
