The State-owned enterprises dominate the nation's technological innovation system.Based on in-depth integration of industry,universities and research institutes,they played a leading role in technological innovation.Evaluation of technological achievements is one of the key links in the full chain of technological achievement transformation.An accurate and objective evaluation can clarify the value position in technological achievements,optimize arrangement of resources,inspire R&D innovation,and guard against the legal risks.Based on the study of standardized analysis methods,it is found that the State-owned enterprises are in the process to perfect the evaluation system of technological achievement transformation and multi-dimensional evaluation of achievements.This article comes up with five policy-related suggestions focusing on three existing issues,such as unclear boundaries of policy,uncertainty of evaluation methods and sluggish development of evaluation service institutions.(1)The boundaries of policy should be further clarified to perfect the responsibility system and fault tolerance mechanism.(2)It is necessary to perfect the system of standards and specifications for estimation of achievements.(3)More efforts should be invested for application of the market mechanism.(4)More efforts should be made in fostering of professionals for estimation of achievements.(5)It is necessary to improve the estimation accuracy in hopes of making estimation more scientific,reasonable and precise so that the technological achievements can be efficiently and fairly put into the market trading link and turned into the realistic production forces.
