双重预防机制在石油库重大危险源管控中的应用

摘要
简要介绍了危险源的定义、双重预防机制的基础内容,指出了双重预防机制在石油库运营中存在的环境风险识别不到位、风险识别管控与隐患排查治理不匹配、数字化建设程度较低等问题,提出了双重预防机制在石油库管理中的具体落实措施:一是严格落实风险管控矩阵;二是强化构建信息化平台;三是双重预防机制迭代更新;四是推行双重预防机制管控平台,提升重大危险源管控科技水平.
Abstract
The definition of hazard sources and the basic content of the dual prevention mechanism are briefly introduced,the problems of the dual preven-tion mechanism in the operation of oil depots are pointed out,such as the inadequate identification of environmental risks,the mismatch between the risk identification and control and the troubleshooting and treatment of hidden dangers,and the low degree of digital construction.The specific implementation measures of the dual prevention mechanism in oil depots are put forward:the first is to strictly imple-ment the risk control matrix;the second is to strengthen the construction of information platform;the third is to update iteratively the double preven-tion mechanism;and the fourth is to promote the management and control platform of the dual preven-tion mechanism and improve the scientific and tech-nological level of the management and control of ma-jor hazard installations.
