摘要
指出了石油销售系统石油库和加油站环境污染主要是对大气、水体及土壤的污染,环境污染具有复杂性和潜伏性特征;从石油库与加油站建设过程中的建设项目选址、建设项目环保"三同时"、建设项目环境影响评价和油品销售过程中的油品泄漏与污水排放方面分析了石油销售系统环保风险点;提出了环保风险管控的解决措施:一是提升环保基础管理水平;二是高效运行环保体系;三是推进油气回收系统和污水处理装置设施建设;四是促进清洁能源转型.
Abstract
The environmental pollution of oil depots and gas stations in the oil sales system mainly affects the atmosphere,water bodies and soil,and the envi-ronmental pollution has complex and latent charac-teristics.The environmental risk points of the oil sales system are analyzed from the aspects of project site selection,environmental protection"three sim-ultaneities"during the construction of oil depots and gas stations,environmental impact assessment of construction projects,and oil leakage and sewage discharge during the oil sales process.The solutions for environmental risk management are proposed:The firstly is to enhance the level of environmental basic management;the second is to efficiently oper-ate the environmental protection system;the third is to promote the construction of oil and gas recovery systems and sewage treatment facilities;the fourth is to promote the energy transformation to clean energy.
