危化品水路运输托运人管理风险与对策

摘要
随着国内危化品水路运输越来越普遍,水路运输的安全监管成为关注焦点.在目前我国法律法规规定的托运人义务和责任的基础上,结合实际分析了托运人在危化品水路运输存在的管理风险、运输难点及注意事项,提出了风险控制管理和应对措施,通过发挥托运人在危化品水路运输中的积极作用,杜绝和减少危化品水路运输事故.
Abstract
With the increasing prevalence of hazard-ous chemical waterway transportation in China,safe-ty supervision of waterway transportation has become a focus of attention.Based on the obligations and re-sponsibilities of shippers stipulated by current laws and regulations in China,the management risks,transportation difficulties,and precautions of ship-pers in hazardous chemical waterway transportation in combination with practical situations are analyzed.Risk control management and response measures are proposed to prevent and reduce accidents in hazard-ous chemical waterway transportation by leveraging the active role of shippers.
