基于人员因素的加能站安全管理模型研究

摘要
人员管理对加能站的安全运行有重大影响,管理措施应重点围绕员工进行制定和实施.从体系管理、员工管理、环境管理、设备管理四个方面研究了人员因素在加能站安全管理中发挥的作用,提出了基于人员因素的"激励+预防"管理模型.该模型能有效降低加能站人员因素带来的安全风险,扩大防范屏障,促进人员和谐,提高管理效率.
Abstract
Personnel management has a significant impact on the safe operation of energy refueling sta-tions,and management measures should focus on formulating and implementing around employees.The role of personnel factors in the safety manage-ment of energy refueling stations is studied from four aspects,namely,system management,employee management,environmental management and equip-ment management,and a"motivation+preven-tion"management model based on personnel factors is proposed.The model can effectively reduce the safety risks brought by personnel factors,expand the preventive barrier,promote personnel harmony and improve management efficiency.
