How Digital Empowerment Achieve Overall Smart Governance in Rural Areas——A Case Study based on Panoramic Governance Platform of"Digital Village of One Map"in Deqing County of Zhejiang Province
Digital technology is reshaping the pattern of rural governance in China,and the overall intelligent governance model has become an important trend in rural governance in the new era.However,this model faces challenges of fragmented governance concepts,subjects,technologies,and mechanisms in local practice.To this end,Deqing County in Zhejiang Province has taken the lead in launching the"Digital Village of One Map"panor-amic governance platform,which achieves the integration of governance concepts,collaborative governance enti-ties,intelligent governance tools,and integrated governance mechanisms through digital empowerment.The expe-rience of Deqing County shows that digital empowerment of overall intelligent governance can effectively solve ru-ral governance problems,achieve a transformation of governance concepts from fragmented thinking to holistic thinking,governance subjects from government led to diversified co governance,decision-making methods from empirical decision-making to data-driven,and operational mechanisms from disorderly disconnection to efficient and orderly.It provides a new governance path for rural governance and enhances the efficiency of rural gover-nance.
