As a traditional industrial base in China, the three northeastern provinces are discussed in this article from the perspective of human capital investment, discussing the factors that have caused the upgrading of the industrial structure in this region. This article uses prefecture-level cities in the three northeastern provinces from 2012 to 2021 as the research object, and uses spatial econometric models to empirically test the impact of human capital investment on the upgrading of industrial structure and its spatial spillover effect,as well as the moderating effect of foreign direct investment. The empirical results show that human capital investment in the three northeastern provinces has a significant positive impact on the upgrading of industrial structure, and this impact has spatial spillover effects, indicating regional coordinated development resulting from increased human capital investment. In addition, foreign direct investment significantly promotes the relationship between human capital investment and industrial structure upgrading in the three northeastern provinces.
