Positioning of US Federally Funded Research and Development Centers and Its Revelation
The US Federally Funded Research and Development Centers(FFRDCs)meet the special long-term research and development needs that cannot be completed effectively by existing in-house or contractor resources,and become a special kind of federal laboratories in the US.They originate from the joint efforts between the federal government and private sectors during the World War Ⅱ,and still contribute a lot to the US science and technology hegemony as the national strategic powers.Due to the inadequacy of systematic study on them in China,this paper aims to give them an accurate positioning from their history,the provisions of the law and regulations,their research and development(R&D)statistics and the comparative analysis of some similar institutes,thus provides some revelations for the on-going reconstruction of China national laboratories,such as giving them a clear positioning in the national R&D system,offering them a flexible management mode,and taking the establishment of analytical research centers into consideration.
