基于岗位分类管理的高校实验教师编制核定方法分析与探讨

随着国家对于高校教师队伍的改革,高校教师编制核定的重要依据由"身份管理"向"岗位管理"发生转变;同时国家明确要求加快高校重点实验室建设,实验教师不仅是高校教师队伍的一员,更是实验室建设不可或缺的重要组成部分,因此有必要制定合理有效的实验教师岗位编制核定方法,加强实验教师队伍建设.为此,根据学校实际情况,基于岗位分类管理,明确岗位职责,分别设立"实验教学岗、实验技术服务岗、实验室建设与管理岗、机动岗",同时构建工作负荷模型并通过科学合理地设置各种参数及权重,采用定性与定量相结合的方法,对实验教师队伍的人员编制进行核定.为实验教师队伍的聘岗、职称评审、考核等工作奠定良好基础,保障实验室顺畅运行.
Analysis and Discussion on Approval Method of Public Institution Staffing of Experimental Teaching Staff of Higher Education Faculty Based on Post-classification Management
With the countrywide reformation of higher education faculty,the critical basis for approving higher education public institution staff has been changed from"identity management"to"post management".In the meantime,the state has proposed expediting the construction of higher education laboratories.The experimental teaching staffs are the faculty and a significant part of the laboratory;therefore,it is necessary to draw up reasonable and effective approval methods for public institution staffing to strengthen the construction of the experimental teaching team.For this reason,according to the institution's reality,based on post-classification management,we set up"experimental teaching posts,experimental technical service posts,laboratory construction and management posts,and mobility posts"separately to clarify job responsibilities.Meantime,we approve the public institution staffing of the experimental teaching staff with qualitative and quantitative methods by introducing the workload model and setting up parameters and weights scientifically and reasonably,which lays a good foundation for the employment,professional title review and assessment of the experimental teaching team in the future,and ensures the smooth operation of the laboratory.
