湖北省大型仪器共享平台建设现状及难点探究

摘要
大型仪器是进行科学研究、促进科技创新的必要条件,近年来政府大幅增加预算购置大型仪器.通过对湖北省研究发现,省内大型仪器总量尚可,但地方财政中科学技术支出相较于湖北省整体科研实力还有一定差距,且存在大型仪器市域分布差异大、资源结构与产业发展关联度不强等问题.此外,通过对湖北省现有大型仪器共享平台调研发现,大型仪器运行效率不高、平台建设不规范、管理人员短缺及平台CNAS/CMA认证率较低等突出问题,针对上述问题,从刺激内需、平台规范化建设、增强人员激励力度、加快市场化运营等多个方面给出建议,希望通过一系列创新型举措,能有效促进大型仪器共享平台健康、快速发展.
Abstract
The government is increasing the budget to purchase large-scale instruments in recent years because they are necessary for scientific research and technological innovation.Taking Hubei Province as the object,the research indicates that the total amount of large-scale instruments is sufficient,but some challenges are still existing,such as there is a gap between the expenditure on scientific technology and the overall scientific research strength,huge differences in the distribution of large-scale instruments,and resource structure is not related to industrial development tightly.In addition,through the analysis of some open-sharing platforms of large-scale instruments in Hubei province,it indicates that instrument operation efficiency is low,non-standardized platform construction is lack,the laboratory technician is shortage and CNAS/CMA certification rate is low.The paper offers suggestions from stimulating domestic demand,standardizing platform construction,enhancing personnel incentive,accelerating market-oriented operation and other aspects.It is hopeful these innovative measures can help to construct open-sharing platform of large-scale instruments.
