Dilemmas in Implementing Laboratory Safety Management System in Universities Based on the Mitt-Horn Model and Its Improvement
In order to improve the effectiveness of the implementation of the documents related to the safety management norms in university laboratories,we take the laboratory safety management related systems issued by the Ministry of National Education,the Provincial Department of Education as the object to analyze a university laboratories.The Mitter-Horn model is introduced into the analysis of the implementation path of the laboratory safety management system of the university,and the textual analysis method is applied to find key words in the documents that are related to the role factors of the Mitter-Horn model,and to carry out the dilemma analysis in the implementation of the system.The results of the study show that universities may encounter multiple dilemmas in laboratory safety management,such as diversification of hazardous factors in university laboratories,insufficient funding related to laboratory safety in university laboratories,hierarchical communication between departments of the implementation body,overlapping of functions of the policy implementation body,insufficient implementation drive of the policy implementers,and so on.Based on the dilemma mentioned above,the reforming path of laboratory safety management system is optimized in order to improve the safety supervision mechanism of university laboratories in China and reduce the incidence of laboratory accidents in colleges and universities.
