Since the implementation of budget management integration reform by the Ministry of Finance,budget management has successfully achieved the transformation of digital intelligence,which brings new opportunities and challenges to government procurement management in universities.Based on the multi-value chain theory and the synergy theory,this paper combs the whole management process of the"budget-purchase-asset"of the government procurement in universities and puts forward a multi-value chain synergistic management mechanism,which includes the decision-making layer,system layer,organization layer,information layer,and data layer.It takes the value-added activities affecting the value of the government procurement system into account from a global perspective,breaks down the data barriers between business links through technology-enabled means,realizes government procurement information sharing and resource synergy,and puts forward suggestions on the whole-process management of government procurement in universities.Thes may provide references to improve the efficiency and prevent the risks of government procurement,to improve the service level of government procurement.
