Feasibility Evaluation of Instrument Procurement Demonstration in University Based on Cloud Model
To scientifically evaluate the feasibility of purchasing equipment,reduce the possibility of low usage rate and high maintenance costs in the later stage,and help the university experimental center clarify the current situation of equipment management,an evaluation index system is constructed.The system includes four primary indicators of purchase necessity,purchase feasibility,open sharing,and operation guarantee ability,as well as 14 secondary indicators such as open service satisfaction,etc.The subjective weight is calculated using the sequential relationship analysis method,and the objective weight is calculated by using the CRITIC method.Then,the combination weighting method based on game theory principles is used to minimize the deviation between the subjective and objective weights and obtain the optimal combination weight.Finally,the overall characteristics of the feasibility evaluation method for the purchase of university equipment are reflected through cloud model theory.Taking the purchase demonstration project of dynamic mechanics analyzer as an example,the evaluation results are consistent with the actual situation,which verifies the effectiveness of the evaluation method and provides scientific decision-making support for equipment management in universities.It has reference value and reference significance for guiding and improving the feasibility of purchasing large instruments in universities.
