中美新局对中国科学仪器自主创新的影响及对策

当今世界正经历百年未有之大变局,全球各国科技竞争越来越激烈.研究中美关系新局面对自主创新的影响,剖析我国与欧美发达国家科学仪器的差距,梳理出当前我国存在关键核心技术匮乏、仪器研发资金投入与美国对比悬殊、高端研发人才缺失、共享创新力度不足、维修维护重视不够等问题.提出我国在科学仪器自主创新中应将加强国家政策导向、加大研发资金投入、构建人才激励机制、推动仪器国产化替代、加强存量仪器共享、推动科技资源合力、发挥第三方维修力量、重视跨国技术并购等对策,为我国科学仪器自主创新提供参考.
Impact and Countermeasures of China's Independent Innovation of Scientific Instruments under the New Bureau of China and the United States
The world today is experiencing unprecedented changes,and technological competition among countries around the world is becoming increasingly fierce.This paper studies the impact of independent innovation on the new situation of China and US relations,analyzes the gap in scientific instruments between China and developed countries in Europe and America,and sorts out the current problems such as a lack of key core technologies,a significant gap in funding investment compared to the United States,a lack of high-end R&D talents,insufficient sharing of innovation efforts,and failure to pay attention to maintenance and repair in China.Furthermore this paper explores the strategies for China's independent innovation of scientific instruments,such as strengthening national policy guidance,increasing investment in research and development funds,constructing talent incentive mechanisms,promoting domestic substitution of instruments,increasing the sharing of existing instruments,promoting the synergy of scientific and technological resources,leveraging third-party maintenance capabilities,and valuing cross-border technology mergers and acquisitions.The study may provide a certain reference for China's independent innovation of scientific instruments.
