Based on the city(state)data in western Hunan from 2013 to 2022,a difference-in-difference model is used to examine the impact of the construction of national-level industrial transfer demonstration zones on low-carbon development in this region.It finds that the construction of national-level industrial transfer demonstration zones is conducive to the low-carbon development of western Hu-nan,and the mechanism of investing in green technology innovation and enhancing the government's devotion to low-carbon development is in favor of the low-carbon development of this region.
