The business environment is an important indicator of a city's competitiveness and de-velopment potential.Therefore,optimizing the business environment and improving the city's attractive-ness and gathering power are of great significance in promoting high-quality regional economic develop-ment.Based on the evaluation index system of business environment proposed by scholars and institutions in the previous period and the actual development situation of Lanzhou City,the paper con-structs an index system for evaluating the business environment suitable for the city from the three di-mensions of life cycle of enterprises,investment attractiveness,system regulation as well as services.It makes a comprehensive evaluation and comparative analysis of 15 provincial capital cities with different levels of development by the entropy weight and TOPSIS method.The system is designed to identify the shortcomings in the development of the business environment in Lanzhou,and to propose specific meas-ures for overcoming the shortcomings,so as to promote the further optimization and enhancement of the business environment in Lanzhou.
