Review and Regulatory of Administrative Procedure Law on Local Governments' Practice of Social Credit System Construction
At present,a series of activities of local governments in the construction of social credit system are still insufficiently regulated by administrative procedures.The planning for the construction of social credit system,the administrative legislation on credit and the implementation of credit regulatory are the main practice-oriented aspects of the current construction of social credit systems for local gov-ernments.In the planning of social credit system construction,the nature of planning and the procedures to be followed should be clarified,and the supervision and change procedures should be improved.In the administrative legislation on credit,the terms and style of normative documents should be unified,broadly representative public participation should be guaranteed,and the procedures for setting up credit punishment measures should be improved.In the implementation of credit regulatory,the notification and objection procedures should be improved,the implementation procedures for hierarchical regulatory measures should be set up,and the corresponding hearing procedures and simplified procedures should be set up.
