Research on Anhui Experience and Enhancement Strategies for the Rise of Urban Science and Technology Innovation
Based on the 2017-2021 panel data of 16 prefecture-level cities in Anhui Province,the entropy-value-TOPSIS method is applied to dynamically evaluate the scientific and technological(S&T)innovation capacity of each city,and the contribution of indicators is used as an entry point to dig out the reasons and experience behind the sustained innovation advantages of Anhui Province in recent years.And the method of the Dagum Gini coefficients subgroup decomposition is used to explore the sources of differences in S&T innovation capacity.The results of the study show that innovation environment and innovation investment contribute more to the promotion of local S&T innovation capacity in Anhui Prov-ince,while the contribution of enterprise innovation is smaller;the S&T innovation capacity of Anhui cities in the observation period as a whole shows a positive growth trend,and the cities lagging behind in innovation have made obvious progress;and the differences in the S&T innovation capacity of the three major regions of northern,central and southern Anhui are mainly originated from the inter-region differ-ences.In this regard,it is proposed that countermeasures be taken to promote the enhancement of S&T innovation capacity in Anhui Province,such as continuing to create an inclusive innovation environment,increasing investment in innovation while emphasizing enterprise innovation,and encoura-ging cross-region and cross-city sharing of S&T innovation construction resources.
