The Influence of Rural Collective Land System to Governing the Risk of Returning to Poverty and the Optimization Path
As an institutional arrangement carrying historical imprints,the rural collective land sys-tem changes with a profound impact on rural economic and social development in China.In the context of the rural revitalization strategy,it is particularly crucial for governing the risk of returning to poverty.At present,there are problems such as unclear ownership,poor circulation,and low utilization efficiency in the use of collective land in rural areas,which restrict the further development of rural e-conomy.On this basis,the multidimensional effects of the rural collective land system to govern this risk were analyzed,including income effect,employment effect,social effect,and environmental effect.In response to the problems of collective land use in rural areas and the limitations of reform,a series of governance path designs have been proposed from the aspects of improving the system of collective land ownership,use rights,and management rights,innovating land use methods,strengthening land spatial planning and layout,etc.These measures aim to increase land use efficiency,protect farmers'rights and interests,reduce the risk of returning to poverty,activate endogenous driving forces in rural areas,and enhance rural development resilience.
