低碳转型能助力制造业绿色发展吗?——基于低碳城市试点政策的准自然实验

低碳城市试点政策是国家为推动产业转型升级的重要举措.本文将低碳城市试点政策(LCCP)作为一项准自然实验,采用双重差分(DID)模型揭示城市低碳转型对制造业绿色发展的影响及其机制.结果表明:LCCP政策显著提高地区制造业绿色全要素生产率(GTFP)并助力其绿色发展;LCCP政策主要通过提高绿色技术创新水平和降低能源消耗助力制造业绿色发展;LCCP政策对东部地区大城市制造业GTFP改善效果最为优越,但对中西部小城市制造业GTFP影响效果却较弱.
Can Low Carbon Transition Help Manufacturing Industry Go Green?A quasi-natural experiment based on LCCP
The Low-Carbon City Pilot policy is an important measure for the country to promote industrial transformation and upgrading.In this research,the Low-Carbon City Pilot(LCCP)is taken as a quasi-natural experiment,and the impact of urban low-carbon transition on the green development of manufacturing industry and its mechanism are revealed by using the Double Difference Difference(DID)model.The results show that LCCP policy significantly improves the green total factor productivity(GTFP)of regional manufacturing industry and promotes its green development.The LCCP policy mainly helps the green development of manufacturing industry by improving the level of green technology innovation and reducing energy consumption.The LCCP policy has the best effect on GTFP improvement in large cities in eastern re-gion,but has a weak effect on GTFP improvement in small cities in central and western China.
